Q. What are the plans for widening Viera Boulevard between the I-95 overpass and US 1?
A. Viera Boulevard is being widened from I-95 to Grand Isle Boulevard along with the overpass currently under construction. The Viera Company has plans to widen Viera Boulevard from Grand Isle Boulevard to just east of Heron’s Landing Drive upon approval for construction by government agencies. This is expected to happen in the second or third quarter of 2007. Once Phase Three of the DRI is approved, the widening of Viera Boulevard will continue to U.S. 1.
Q. What is happening with the now vacant Kash & Karry store?
A. The current owner of the property is actively pursuing a new tenant for the space. The Viera Company remains very interested in the success of commercial properties in Viera East and has been in close contact with the new owner to ensure that they are working toward securing a new lessee.
Q. When will construction of the Viera Blvd./I-95 overpass begin?
A. Construction of the overpass is underway and is scheduled to be completed by the fourth quarter of 2007.
Q. Are there plans to build an interchange at I-95 & Viera Boulevard?
A. The current plans only include an overpass across I-95 that will connect Viera East and central Viera on Viera/Solerno Boulevard. Although it is envisioned that there will be an interchange in this location in the future, much work and many approvals are needed before an interchange can be added to the interstate system. The Viera Company expects to be involved in the studies and activities necessary to obtain those approvals.

Q. What are the development plans for the parcel at the intersection of Viera Boulevard and Murrell Road?
A. The property is zoned office/retail which may include offices, banks or restaurants. The property has been sold and is currently being developed by the new owner.
Q. What parks are under construction or planned for the immediate future in Viera?
A. The Viera Regional Park on Judge Fran Jamieson Way is completed. The 125-acre park features 16 acres of soccer fields, two children’s playgrounds, four lighted baseball fields, two lighted softball fields, a teeball field, four lighted tennis courts and two lighted basketball courts. Passive recreational activities are supported by six pavilions, five lakes, walking and jogging trails and open areas.
Suseda Park, consisting of approximately 13 acres, has opened. Located in Viera East on the east side of Murrell Road south of Viera Boulevard, the park adjoins a wetland mitigation/conservation area. Suseda Park, a Viera East Community Association facility, features walking trails, a playground, three picnic pavilions and a restroom facility currently under construction.
North Solerno Park is under development in Central Viera. It will be located on Tavistock Drive north of Solerno Boulevard on approximately 18 acres, which include tennis courts, basketball and open play fields, walking trails, pavilions with restrooms, and a child play area. This park is a facility of the Central Viera Community Association.
Westwind Park is also under development in Central Viera. It will be located on Tavistock Drive south of Solerno Boulevard on approximately 4 acres. The park will include tennis and basketball courts, walking trail, restrooms, and child play area. This park is a facility of the Central Viera Community Association as well.
Additionally, Eastwind Park construction is scheduled to begin in May 2007 in Central Viera. This 2-plus acre park will include an open play field, a walking trail and a child play area.
Ultimately, Viera’s current master plan provides for almost 400 acres for park and recreation purposes, including pathways, trails, neighborhood parks, community parks, the regional park, and golf courses.
Q. What is the status of Viera Health Park?
A. Viera Health Park is proposed by Health First to be a full-service health and fitness campus, which is planned to include a hospital. It will be located west of I-95 at the southwest corner of Wickham Road and Lake Andrew Drive. Construction of the first phase of Viera Health Park is underway and will include a Pro-Health & Fitness Center and a medical office building. Health First has received approval by the state to build a state-of-the-art hospital on the healthcare campus. Q. How are roadway improvements planned and programmed?
A. The Brevard County Metropolitan Planning Organization produces a long range transportation plan and a five year transportation improvement program. The Florida Department of Transportation also plans for the improvement of state roads in the area and produces a five year work plan. Both of these plans are updated every year. Improvements that are identified in these plans are funded with available public funds. Smaller developers, with projects that are not developments of regional impact (DRIs), pay Brevard County’s transportation impact fees based on the amount of development they propose. Transportation impact fees collected by the County must be used to fund transportation improvements in the same general area where they are collected.
As a Development of Regional Impact, Viera’s development plan and its potential impact on the roadway system are subject to special scrutiny by local, regional and state agencies, including Brevard County, the East Central Florida Regional Planning Council, and the Florida Department of Transportation. When the project team submits the proposed development plan and application for development approval, they submit along with that a detailed traffic analysis that projects the need for roadway improvements over a large study area, considering all sources of traffic. The methodology for the traffic analysis is reviewed and approved by the agencies in advance.
The Viera Company’s share of the cost of the improvements is calculated based on how much of the total capacity of each roadway is taken up by the project traffic. Development is not allowed to proceed unless it is determined that the adopted level of service on each roadway impacted will be maintained, or The Viera Company funds our fair share of the cost of each improvement where project traffic is significant.
In addition to transportation impact fees currently paid in connection with all Viera development, The Viera Company will continue to pay our fair share of the cost of needed improvements. In some cases the company has provided advanced funding or right-of-way well beyond our regulatory obligation. Even so, sometimes transportation needs are not completely addressed because they were not the responsibility of The Viera Company or the fair share payment by the project was not enough to complete the improvement. In that case, it is up to the County or FDOT to address the transportation needs of the community.
